The UAE has positioned itself as the Singapore of the Middle East for digital assets. They have a clear VASP licensing framework, a freezone dedicated to crypto (ADGM), and a sovereign wealth fund that's dipping toes into the space. For any exchange facing a hostile regulator—like KuCoin facing the SEC in the US—this is an obvious port in a storm. Joining an "alliance" is the first step. It's the equivalent of renting a P.O. box before buying the house. It signals intent to comply locally, but it doesn't change the underlying code of the global entity.
